I have a grammar question that has been bothering me for some time now.?

Let's say the sentence reads "Mike bought cashews, water(,) and ice-cream at the the supermarket." Now my question is do you need to put a period after "water," before "and"? I noticed that sometimes the comma is used and sometimes it is not. What are the conditions for determining that?
