How can I research for the prior owner of a used motorcycle just purchased. Can I use the vin#for title search?

Would like to check for actual mileage. After my purchase, I have had the mileage indicator stop working and seems to have a short in connection. This leads me to believe the actual mileage could be a lot higher than I was lead to believe.
