Question about moblie home park, water leak issue?

You failed to mention a key element here..Do you own that mobile home and just rent the land or are you also renting the home itself from the park ? Based on that I will have to give separate answers...If that home is your property I see no reason for them to enter and agree with your thinking if you have a separate water meter....If you are renting the home from them they have a right to enter to check maintaince issues and 72hrs notice is standard for non-emergency issues...Many landlords like myself use monthly exterminations or smoke detector checks as reasons to check overall conditions and that is legal...bogus or not.
